										<content:encoded><![CDATA[<p>Please find below our summary of the Autumn Budget delivered by the Chancellor, Rachel Reeves, on Wednesday 30 October.</p>
<p>In presenting Labour’s widely anticipated first Budget in 14 years, the Chancellor was faced with a challenging task. Following her announcement of a “black hole” in the public finances, the need to renew the Treasury’s coffers while maintaining Labour’s manifesto promises seemed a tall order.</p>
<p>In the event Ms Reeves outlined a programme of around £41 billion worth of tax increases over the next five years, alongside plans to rebuild tottering infrastructure, the health service, schools and more. Any idea of a return to austerity was quashed, but how this will be achieved is very much in the detail.</p>
<p>Among the key headline items were:</p>
<ul>
<li>The main rate of class 1 employer national insurance contribution (NIC) will be increased from 13.8% to 15% from 6 April 2025.</li>
<li>The secondary threshold at which employer NICs are payable will be reduced from £9,100 to £5,000.</li>
<li>Main rates of capital gains tax increases with immediate effect to 18% for non and basic rate taxpayers and 24% for higher and additional rate taxpayers.</li>
<li>Inheritance tax (IHT) business and agricultural reliefs will be capped at a total of <br />£1 million from April 2026.</li>
<li>Unused pension funds and death benefits will be included as part of an individual’s estate for IHT purposes from April 2027.</li>
<li>The additional SDLT charge for second homes and buy-to-let properties increases from 3% to 5% from 31 October 2024.</li>
<li>VAT of 20% will be applied to private school and boarding fees from 1 January 2025, while the charitable relief for English business rates will be withdrawn from 1 April 2025.</li>
<li>ISAs, Junior ISAs and Lifetime ISA limits will remain frozen until April 2030.</li>
<li>Fuel duty rates for 2025/26 will remain frozen and alcohol rates on certain draught beers will be cut.</li>
</ul>

									<p>Whether we are talking about Pensions, ISAs, Bonds, Unit Trusts, OEICs etc… these will all likely have an underlying portfolio of investments.</p><p>You may or may not know what you are paying for your investments. New regulatory disclosure rules introduced in January 2018 meant that all charges must be disclosed and broken down for investors so you may be able to understand how much you are paying for what service.</p><p>Typically, an investment holding on a platform will have the following 3 charges: –</p><ul><li>Platform charge</li><li>Portfolio/Fund charge</li><li>Ongoing Adviser charge</li></ul><p> </p><p><strong>What’s the challenge?</strong></p><p>In the majority of instances when we are reviewing a new client&#8217;s existing investments, we discover their underlying investments are invested in ‘the usual suspects’, which generally have an ongoing Portfolio/Fund charge of more than 0.80% per annum. Whilst this might not seem like a lot, when added to the other two charges above this can take the total overall investment charges above 2% per annum.</p><p>That’s 2% the investment has to make up before trying to compete on performance against banks and building society interest rates. That’s also 2% before the effects of inflation have been considered.</p><p>In our experience, we often find these portfolios of <em>usual suspects </em>are not only costing the investor more than necessary, they purport to be <em>actively managed</em> and attempt to outperform the market average but often they don’t achieve it.</p><p> </p><p><strong>How can this be addressed?</strong></p><p>We know from our experience it is possible to obtain better performance via a more passive approach, which also typically has a lower charging structure (saving around 0.50% pa on average). 										<content:encoded><![CDATA[<p>In our experience we find that most people who have existing life insurance, whether this be for repayment of a mortgage or another reason such as inheritance tax planning, haven’t been advised properly by their previous adviser. That is to say their adviser didn’t go the full hog and make sure the cover is written into Trust.</p>
<p><strong>Why should a life policy be written into trust?</strong></p>
<p>In nearly all circumstances a life insurance policy should be written in trust. This is generally for two primary reasons: –</p>
<ul>
<li>To make sure the benefit of the plan (the sum assured – likely tens, if not hundreds of thousands of pounds) goes to the intended beneficiaries – spouse, children etc.</li>
<li>To make sure the benefit of the plan doesn’t form part of the deceased’s estate.</li>
</ul>
<p>A lot of people in this situation we find have set up their life insurance as part of mortgage or second mortgages they have taken out via their bank and the bank have arranged life insurance to go with it. However, when we check the details of the policies it becomes evident that the benefit will be paid to the deceased’s estate because it hasn’t been written into trust.</p>
<p>One client we recently reviewed their cover for had 6 policies which totalled over £600,000 worth of life insurance that would have paid out in the event of their death. None of this cover had been written into trust and therefore will just form part of their estate on death.</p>
<p><strong>Why is this a problem?</strong></p>
<p>Well… If the client’s estate is already worth a significant amount, this additional £600,000 falling into the mix could likely create an inheritance tax bill for their beneficiaries, causing them to need to find £100,000 plus to pay the tax man before the estate can be released to them.</p>

<p>As you can appreciate everyone has different circumstances so a thorough review should be done on your own personal needs and circumstances.</p>

									<p>We have a number of clients with either current or (more commonly) frozen Final Salary Pension Schemes as well as personal pensions or new employer workplace pension plans. When going through working life ‘collecting’ pensions it can be tricky and more so confusing to understand where you are up to with your retirement provision.</p><p>There are so many different historic types of pension scheme with a variety of different ways in which the benefits can be paid that it is no wonder people seek our advice to assist them to make the right decision for them and their needs.</p><p>We can help you to map out your desired life and what this might cost. Add to the mix your existing provision such as existing pensions, savings, investments etc and the help you to understand whether you have a shortfall or enough provision or could indeed choose to retire earlier than you had originally planned.</p><p><strong>Can I take an income from my pension and continue to pay back into it or another pension plan?</strong></p><p>You may have read some rules around what level of contribution you can make to a pension if you are already in receipt of pension income.</p><p>The answer to this lies within what type of pension your income is being taken from and whether the withdrawals from the pension are indeed classed as ‘income’ or tax-free cash:</p><p>Final Salary Pension Income can be paid without impacting on the level of contribution you can make towards a personal pension plan or money purchase workplace pension scheme.</p><p>Most Personal Pensions and Workplace Money Purchase Schemes allow up to 25% of the value to be taken as a Pension Commencement Lump Sum (or Tax Free Cash as it is more commonly known). Taking this and this alone will not impact on your normal pension contribution allowance – unless you try to recycle this tax free cash back into a pension to receive tax relief of course. This would then fall foul of Tax Free Cash Recycling Rules, which are a bit of a mine field in themselves.</p><p>Buying an annuity with the remaining 75% of a Money Purchase Pension Scheme will not reduce the amount you can pay into another pension scheme.</p><p>However, Income taken from the remaining 75% of a Money Purchase (Personal Pension, Workplace Personal Pension etc) pension scheme via Flexi Access drawdown will indeed trigger something called the Money Purchase Annual Allowance (MPAA). This means that you would then have a reduced annual pension contribution allowance, which can be quite limiting.</p><p><strong>Why is this important?</strong></p><p>Sometimes we have queries where clients are trying to raise capital for their businesses and seek to access some of their pension funds in the hope to replace them later down the line when the business can afford to do so.
